City Hall is where the Emperor of Ice-Cream lives. Sometimes it is called the Palace of Ice-Cream. Its strange Victorian style is unique in the City of the Dead, which is filled with crumbling buildings and condemned houses. It speaks of an older City, a much older City that was once where the City of the Dead is now.
Above the entrance is the Motto of the CIty of the Dead: "Cordis est Venator Desertus."
